Focussing on long-term vacancy, the report examines which sorts of dwelling remain vacant and why. It also explores the condition of vacants, including how far they comply with national standards, and quantifies the costs of compliance. The report compares and contrasts the factors leading to long-term vacancy in both the private and social sectors and highlights practical and operational barriers to bringing them back into use. 28 pages.
