A Scoping study to identify the potential for collaborative carbon reduction projects

Project Background and Client challenge
The West London Alliance (WLA) is a partnership of six West London councils – Barnet, Brent, Ealing, Harrow, Hammersmith and Fulham, and Hounslow. The WLA aims to: ‘promote the interests of West London residents and businesses; improve and develop public services; and to reduce their costs through collaboration.’ As part of this core aim the WLA is working on a number of efficiency programs to facilitate: energy, carbon and cost efficiency through collaborative works. The Building Research Est. (BRE) has been commissioned by WLA to carry out a scoping study in line with these aims. The study will identify carbon reduction projects which offer the opportunity for collaboration and consequently resource savings and service improvements across the six councils.  BRE are well placed to address these challenges and will draw on the wealth of experience in supporting central and local government across the full range of issues associated with the built environment, such as the implementation of carbon strategies across local authority portfolios.
BREs role and customer benefits
Initially BREs role will be to research into policy drivers and financial incentives of carbon and energy reduction and how they are applicable to the six boroughs. This research will then facilitate discussion groups with key stakeholders (such as planning, education and energy / building services personnel) from across the six borough’s allowing them to develop a dialogue on the potential for collaborative saving initiatives. From these elements BRE will have an informed view of:

  • The projects currently planned, or in operation, to reduce energy use and carbon emissions (both physical and social);
  • The tools and software currently being utilised – what works and what doesn’t;
  • Methods of carbon base lining, reporting and general management; and
  • The key risks and opportunities for each of the Boroughs
  • The incentives for current and future projects

Using this information the team will host a workshop to communicate a report which will outline the priority areas that hold the potential to deliver the largest savings in terms of carbon, energy and cost.
