During the night of 31 January 2004, a fire broke out in the Rose Park care home and fourteen elderly people died.
A number of investigations and reviews were immediately initiated. A detailed examination of the cause of the fire was carried out at the Health and Safety Laboratory and BRE was separately commissioned by the Scottish Building Standards Agency and the Crown Office and Procurator Fiscal Service (COPFS) to carry out a large-scale reconstruction of the incident.
